Possible pitfalls of sewage treatment
In order to make pollution control facilities work and to continuously improve the level of treatment, owners, operators and regulators must do their best not only to maintain the bottom line of emission standards, but also strive to minimize emissions. Only in this way can pollution control facilities be used, and blue water will come closer and closer to us.
Some experts have done research that the quality of operation of sewage treatment plants comes from three aspects, first, the construction standards and management level, second, the law-abidingness and sense of responsibility of the operators, and third, the supervision of the Government. From the current situation, the most common problem is still in the operation of the enterprise.
However, it seems unfair if boards that exceed standards are put on the business. A wastewater industry insider once said, “From sewage to clean water, the inputs can be money, even though the water is purified.” What is the normal operation of a business when the associated working capital cannot be allocated in a timely manner? This is not uncommon in the sewage industry. Insufficient funds will affect the bidding and tendering reform, difficult to adapt to the new requirements of the state; insufficient funds will not be able to repair equipment, purchase medicines, sewage treatment effect can not be discussed. Although financial funds are allocated in a variety of ways, investment in public facilities involving environmental protection reflects, from one side, the attitude of local governments towards environmental governance.
There have been many cases in which high fines have been levied on sewage treatment plants on the basis of the principle of daily penalties. For example, the wastewater treatment plant in the Binxi Economic and Technological Development Zone in Heilongjiang Province was issued two penalty decisions by the county environmental protection bureau, totaling 29 million yuan, as a result of seriously exceeding the discharge standards, and the regulation cannot be said to be lax. Within a relatively short period of time after the penalties were imposed, the sewage treatment plant was able to fully meet the pollutant discharge standards by replacing equipment and purchasing and domesticating new bacteria. It can be seen that discharge standards are not impossible.
Obviously capable of setting water quality standards, but disregarding social responsibility and making profits at the expense of the environment, such enterprises must be severely penalized and punished!
Considering that the sewage treatment plant has seriously exceeded the standard, we should fully investigate the reasons behind it to see in which part of the process there are problems. The responsibility lies with the enterprise, which should not only impose a hefty fine, but also establish a blacklist system for the industry; and the other responsibilities, which should also be seriously reflected upon to make up for the shortcomings and provide basic protection for the stable operation of the sewage treatment plant.
The relevant departments have recently published a list of 158 key sewage disposal units that seriously exceeded the standards in the first quarter of this year. Among them, 78 urban sewage treatment plants exceeded the standards, accounting for almost half of the list. It is indeed unacceptable that sewage treatment plants, which are the standard facilities for water pollution control, have become a major source of environmental hazards.
It is well known that whenever pollutants are discharged, there will be an impact on the natural environment. Emission standards are set to effectively prevent the expansion of such impacts, so meeting the standards is the minimum requirement for emissions from pollution sources. Once the discharge exceeds the standards, or even seriously exceeds the standards, the damage to the environment is conceivable. In particular, for sewage treatment plants with high concentrations of pollutants, if the emissions seriously exceed the standards, the impact on the environment will be greater than that of scattered sources.
