Improvement of rural ecosystems to compensate for the lack of quality of life in rural areas
By improving the rural ecological environment and compensating for deficiencies in the quality of life in rural areas, the sense of access and well-being of rural residents is increasing.
Adapting to local conditions, small facilities change the environment. Each household's bathroom sewage and kitchen sewage through septic tanks and oil separation tanks, respectively, into the sewage collection office, the main office, and then through the integrated sewage treatment facilities, the final discharge of water quality to reach the first level of B level. Yin Hai, director of the ecological construction office of Panjin City, Denard, said that according to the "standards for pollutant discharge from urban sewage treatment plants", the water quality that reaches the B level can be discharged directly into the natural water of farmland irrigation.
Unlike centralized treatment of large urban sewage treatment plants, rural sewage in Panjin can be treated and recycled in villages through small integrated sewage treatment facilities. On the one hand, due to the dispersed villages in rural areas, the small amount of sewage produced by individual villages, the cost of laying pipe networks is much higher than the cost of sewage treatment equipment; duty, maintenance and rural areas are difficult to realize.
Rural sewage treatment is adapted to each village. Sewage networks in central villages close to towns and cities are combined with urban sewage treatment plants, and small sewage treatment facilities are installed in distant locations. Small sewage treatment facilities can be selected according to the size of the village, and the automated design eliminates operational and management problems. After treatment, the effluent is directed into the natural water cycle through oxidation ponds or side ditches.
Changing attitudes, villagers enjoy livable life A family in Shimiaozi Village, Dawa District, underwent a facelift. A room with clutter was opened up and covered with colorful tiles. It is also used as a toilet and shower. In 2016, Shimiaozi Village built a sewage treatment system and set up sewers so villagers could build toilets and bathrooms indoors.
The construction of a rural sewage system is also intended to solve the toilet problem that has existed in the countryside for thousands of years. But even so, the villagers are still hesitant. In fact, the older the elderly get, the more they need indoor toilets, but it is their concepts that are hard to change, thinking that toilets smell bad, so how can they keep them at home?
Panjim adhered to the policy of “pioneering and advancing comprehensively”. Two members of the village council, members of the district environmental protection bureau and members of the construction company entered the village in advance to raise awareness and coordinate in order to minimize the loss of vegetable gardens due to the destruction of the construction by earthworks.
“It takes time for perceptions to change. The masses think that it is really good. To ensure the long-term operation of the sewage treatment system, sewage treatment facilities or oxidation ponds are usually located in low-lying areas of villages so that sewage will naturally converge through the slopes of the pipes. If the slope is not enough, backflow will easily form; if the pipes are not buried deep enough, they will freeze in the northern winter. These details will affect the actual experience of the public. If the quality is not controlled and the hearts of the villagers are hurt, spreading ten, spreading a hundred, the impact may be the whole rural livelihood project.
In 2014, Panjim started building livable villages. Preliminary works such as garbage disposal, road construction and gas heating have made the groundwork easier for the people.
At present, Panjin City, in conjunction with the construction of centralized sewage collection and treatment facilities in rural areas, has helped 26,182 households in 103 administrative villages to realize the “toilet revolution”, using indoor flush toilets. The construction of the centralized sewage treatment network is the foundation, but villagers' attitudes, irrational housing structures, and farmers' unwillingness to spend money still constrain access to toilets. Through demonstration and guidance, this project will also benefit the real life of more people.
