We must bite the bullet and climb over the hills and ridges.

In their speeches, the leaders stressed that the construction of an ecological civilization is a fundamental plan for the sustainable development of the Chinese nation. The Chinese nation has always revered and loved nature. Chinese civilization has lasted for more than 5000 years and has nurtured a rich ecological culture. Ecological prosperity is civilization, and ecological decline is the decline of civilization. Since the 18th generation of the Party, we have carried out a series of fundamental, pioneering and long-term work, accelerated the top-level design of ecological civilization and the construction of the institutional system, strengthened the rule of law, and established and implemented the supervision and management system. We have insisted on centralized environmental protection, vigorously promoted green development, and implemented three major routes to prevent and control air, water and soil pollution. Just before the release of the 2030 Agenda for Sustainable Development in China to implement the national plan, and the implementation of the National Plan to Address Climate Change (2014-2020) to promote the historical turn and protection of the ecological environment of global change.

Treatment, strict enforcement, integration of duties and grades related to pollution control and ecological protection law enforcement, to ensure true and accurate statistics on the objectives and tasks of the war of attack.

The relevant leaders emphasized the need to accelerate the construction of an ecological civilization system, the establishment and improvement of an ecological culture system based on ecological values, and an ecological economic system based on industrial ecology and ecological industrialization. The target responsibility system, on the other hand, focuses on improving the quality of the ecological environment, as well as modernizing the governance system and governance capacity. In order to ensure the construction of an ecological civilization system, we must focus on the ecological security system, the virtuous cycle of the ecosystem and the effective prevention and control of environmental risks. We must accelerate the construction of the ecological civilization system to ensure that the goal of a beautiful China is basically achieved by the end of 2035. By the middle of this century, material, political, spiritual, social and ecological civilizations will be fully advanced. Green development patterns and lifestyles have been fully formed. Harmonious coexistence between human beings and nature, modernization of the national governance system and governance capacity in the field of ecology and the environment have been fully realized, and a beautiful China has been built.

The leaders concerned emphasized the need to rely on reform and innovation to improve environmental governance capacity. We will gradually establish a sound and stable mechanism for investing financial resources, improve various environmental protection mechanisms, and study structural tax reduction policies conducive to green development. Continue to promote decentralization and decentralization reforms, and increase supervision of environmental protection and other aspects. Seize key technologies and equipment. Strengthen supervision and law enforcement, and greatly increase the cost of environmental crimes. Guide the whole society to build up awareness of ecological civilization. Ensure that the goals and tasks of pollution prevention and ecological civilization are accomplished.
