Our environmental protection measures are strictly enforced

In order to implement the reform requirements of “release management and service” and to strengthen guidance on the approval and ex post supervision of environmental assessment, the relevant departments of our country have completed the first technical review of the Environmental Protection Agency for the 207th session. The first batch of 14 provinces (autonomous regions and municipalities directly under the Central Government) and other approval departments approved the impact reports of construction projects.
The briefing notes that four EIA agencies and 10 EIA engineers have been reorganized for 12 months, environmental protection objectives are missing, and major environmental protection measures are missing in the environmental assessment documents. The Ministry of Ecology ordered five EIA organizations and 16 EIA engineers to correct and rectify the environmental impact assessment documents for six months.
 According to the requirements of this Circular, the rectification period shall be calculated from the date of issuance of the Circular, and the relevant information shall be recorded in the integrity file of the national EIA organizations. For EIA organizations ordered to rectify within a certain period of time, during the rectification period, the competent ecological and environmental authorities at all levels shall not accept the application for approval of the environmental impact report (table) prepared by them; after the expiration of the rectification period, the said organizations shall submit a report on rectification to the relevant departments of China. For EIA engineers ordered to make rectification within a certain period of time, during the rectification period, the competent ecological and environmental authorities at all levels shall not accept applications for approval of environmental impact reports (tables) prepared by them as the moderators and main compilers of the compilations.
According to the notice, the rectification period will be calculated from the date of issuance of the notice and the information will be recorded in the complete file of the State Environmental Impact Assessment Agency (SEIAA). Ecological and environmental authorities at all levels will not accept the approval of environmental impact reports (forms) prepared by departments at all levels during the rectification period. After the end of the rectification period, the said agencies shall submit a report on the rectification situation to the relevant departments of our country. The relevant departments of our country at all levels will not accept the approval of the environmental impact report (table) prepared by the owner and key personnel during the rectification period.

Relevant departments in China recently announced the first batch of 2017 national environmental impact assessment documents with technical appraisal problems and proposed treatment opinions. The announcement pointed out that a total of 21 environmental impact reports on construction projects had been recognized as major problems, and administrative treatment had been given to nine EIA agencies (two others whose qualifications had been canceled) and 26 EIA organizations.
The relevant departments at all levels of our country should take effective measures to avoid significant impacts on the environment.
